4. Question: Isn't the diversion used for flood control?

Answer: No. The diversion was built solely for the irrigation district to pump water to its canal systems. It is a diversion dam only. In the late fall, usually October, the reservoir level is dropped down to stream flow, and the dam is dismantled. The dam was not designed to store water during the winter. It is not a flood control dam.
